Question: Are individuals able to submit bids for the RFP? I am a homeowner with a solar array that is registered in GATS and have RECs available to sell. Secondly, are the prices for the accepted proposals from last year able to be shared?

Answer: Individual homeowners are welcome to participate in the RFP as long as they become a Qualified Proposer.  “Qualified Proposers” means those entities which have met the RFP Rules and have submitted a Proposal which has passed through Part 1 of the Evaluation and has proceeded to Part 2 for selection consideration.

Question: Can a bidder sell RECs with a PPA? Is this type of proposal allowed?

Answer: The agreement will be a Purchase and Sale Agreement (PSA) between the winning bidder and the FirstEnergy Ohio Utilities. The agreement is available at https://www.firstenergy-recrfp.com/Documents/RFPDocuments.aspx. All terms and conditions incorporated in the PSA are considered final and non-negotiable.

Question: Potential bidders would like to understand the kinds of eligible non-Solar renewable energy credit technologies. Specifically, is the waste heat to power technology eligible for this RFP? For example, on April 2024, AES Ohio announced a PPA contract with Tallgrass to purchase the waste heat to power and supply it to University of Dayton and the project fact sheet (link below) informs 90,900 OH REC available and AES Ohio seems to purchase this REC from Tallgrass: https://www.aes-ohio.com/sites/aesvault.com/files/2024-04/WH2P-FactSheet-V10.pdf. Could you please clarify whether the waste heat to power would be eligible to FirstEnergy REC procurement, or not?

Answer: RECs are eligible if they comply with the renewable energy resource requirements of R.C. 4928.01, R.C. 4928.64, and R.C. 4928.65 (“Ohio Law”). Please review R.C. 4928.01 at https://codes.ohio.gov/ohio-revised-code/section-4928.01.

Question: When will any cash posted as collateral be returned?

Answer: Once the delivery is complete under the agreement, FirstEnergy will request the supplier to provide them with a formal request on their letterhead (including wiring instructions/W9) to have their cash collateral returned. After this is received, cash collateral is typically returned within 2-3 business days.
