The REC RFP process is a solicitation by which The Cleveland Electric Illuminating Company, The Toledo Edison Company, and Ohio Edison Company ("FirstEnergy Ohio Utilities"), wholly-owned subsidiaries of FirstEnergy Corp, are seeking to procure Renewable Energy Credits (“RECs”), which may include both solar and non-solar Renewable Energy Credits, to comply with the renewable energy resource requirements of R.C. 4928.01, R.C. 4928.64, and R.C. 4928.65 (“Ohio Law”) as may be amended.
This Request for Proposals (“RFP”) establishes FirstEnergy Ohio Utilities' right to execute one or more Purchase and Sale Agreements for Renewable Energy Credits with Successful Proposer(s) for the Delivery of 700,000 RECs. The purchases will help meet the companies’ 2024 renewable energy targets established under Ohio’s alternative energy law.
RECs sought in this RFP must be eligible for compliance with the companies’ 2024 renewable energy obligations, be sourced from generating facilities certified in accordance with rules and procedures put forth by the Public Utilities Commission of Ohio (PUCO), be deliverable through PJM Environmental Information System Generation Attribute Tracking System (EIS GATS), and generated between January 1, 2022, and December 31, 2024. Participants in the RFP must prove their REC-generating facilities are certified or in the process of becoming certified by the PUCO.
